It all depends on the present mental condition of the person. If the individual has overcome depression and is no longer on drugs, it is fine to try Anapanasati. What Buddha meant is the person should possess the innate skill to establish oneself in mindfulness and wisdom regardless of whether or not the person is mentally impaired. Which also undoubtedly means one requires mental soundness to practice Anapanasati. 

Given below are the relevant Sutta excerpts for your reference.



ආනන්දයෙනි, මුලා සිහි ඇති, නුවණ නැති කෙනා හට ආනාපානසති සමාධිය වැඩීමට මම නොකියමි.
(සංයුත්ත නිකාය මහා වග්ගෝ - ආනන්ද සුත්තං)

පින්වත් මහණෙනි, සිහිය මුලාවුන ස්වභාවයෙන් යුතු කෙනාට, නුවණ පිහිටුවා ගැනීමට අසීරු කෙනාට මං ආනාපානසති භාවනාව කියන්නේ නෑ. 
                                                                                   (මජ්ඣිම නිකාය උපරි පණ්ණාසකෝ-ආනාපානසති සුත්තං)
